 The targets for Qinghai's economic and social development in the Tenth Five -Year Plan are as follows:

Targets for the Economic Development
During the Tenth Five- Year Plan, the gross domestic products (GDP) will increase by 10 percent annually. Among this, the first industry will increase 4% annually, the second industry will increase 11.5%, and the tertiary industry will increase 10.5%. Calculated by comparative price in 2000, in 2005 the GDP will hit 41.7 billion yuan, and the per capita GDP will hit 7,570 yuan, the quantity of economic growth will make progress. And the revenue for the general budgets will increase 13% annually. The fixed asset investment will hit 110 billion, an increase of 10% annually.
Targets for Economic Restructuring
The industrial restructuring will be further improved. The level industrialization and urbanization will make progress. In 2005, the proportion of industrial increasing value in the GDP will reach 34%, the level of urbanization will reach 45%, the proportion of non-state-owned economy in the GDP will reach 40%, high-tech industries will be taken in shape and the modern information system will be established preliminary.

During the Tenth Five -Year Plan, the natural population growth rate of the province is 12.5‰, and the total population is under 5.51 million in 2005. 0.25 million people will get employment in 5 years, and 0.3 million rural residents will shift to urban dwells. Targets for People's Living Standards

Targets for science, Technology and Education
The proportion of researching and developing funds in the GDP will reach 1%. The capability of science and technology innovation will be strengthened, and the technological advances will be quickened. It is to make nine-year compulsory education basically available throughout the urban and agricultural area, and to make nine-year compulsory education mostly available throughout the husbandry area. The gross entrance rate of higher education will reach 12%.
Targets for ecological environmental protection
