Highways
We will focus on building and renovating national highways "2 horizontals (109 and 315 National Highway) and 3 verticals (214, 215 and 227 National Highway)". We will speed up to build provincial highways and other important highways . We will carry out the project of developing the country roads. We will establish a higher grade highway network which regards Xining as the center, national and provincial highways as main framework step by step. In the year of 2005, we will basically set up second grade highways between the capital city to the capitals of every prefecture, third grade between prefectures and counties, and tarred roads will be built in most counties. There will be roads in every county and administrative villages in the rural areas, and there will be roads or mobiles running in most administrative villages of husbandry areas. Some 20,000km of newly built highways will be opened to traffic.
Railways
We will finish the work of proofing collapse and upgrading of Qinghai-Tibet Railway and the work of electric renovating of Lanzhou-Xining Railway. And we will start to construct Xining-Lhasa Section of Qinghai-Tibet Railway. We will quicken the planning work of railway connecting Xinjiang and Sichuan.
Civil Aviation
We will lay effort on renovating and extending the Xining Airport and Golmud Airport and opening new airlines. We will try our best to build airports at Batang, Huatugou, Dawu and Delingha.
Information Network
We will speed up to develop broadband transmission network, to establish Xining broadband Metropolitan Area Network and Qinghai public information platform. We will implement the online projects of governments, enterprises, schools and colleges and institutions of science and research, and form an information network system which can connect the whole province step by step. We will set up provincial high-speed information channel and backbone network with computer, telecommunication and TV (three networks in one). The coverage rate of the network will be enlarged.
We will solve the problem of telecommunication in long distance areas so as to raise the spreading rate of telephones in rural areas, by adopting advanced transmitting methods like satellites and optical fiber.
Water Conservancy Facilities
In the east area, we will focus on establishing the projects like the backbone project of "diverting water from Datong River to Huanghe River", the water conservancy project of south and north irrigation channels of Lijiaxia Gorge, and the irrigation project of gathering rainwater and economizing water. In the west area, we will make greater efforts to set up the agricultural development project of Balong in Xiangride, and green-land agricultural water conservancy facilities in Chaidamu Basin. In the south area and the husbandry areas surrounding Qinghai Lake, we will develop the grassland irrigation to ease the shortage of drinking water for people and animals. At the same time, we will also redouble our efforts to develop the potential and renovate the water conservancy facilities, and strengthen the harness of Huangshui River, Golmud River, Haomen River and the Huanghe River to promote the flood control abilities. We will fully use the resources of cloud and water in the sky to engage in manmade rain. In the year of 2005, the farmland irrigated area of our province will reach 4 million mu, the grassland irrigated area will reach 1.65 million. And we will step up the earlier stage work of west line project of "the South water to the North".
Municipal Facilities
The main works of the municipal construction are to build the projects as sewage treatment, garbage disposal, municipal road and civil gas diverting and the renovation of coal boilers. And we will do our best to make the south and north mountains green in Xining, to make 100,000 mu shelterbelt in Golmud and to build municipal squares. In 2005, the electric and gas rate will reach 75%; The centralized disposal rate of garbage will reach 60%; The sewage treatment rate will be 25%, among this, the sewage treatment rate in the main cities will be 50%; The cover rate of green-land will be 30% in the constructed areas.
The main works of the cities and towns are to strengthen infrastructures like road, water supply and drainage and garbage disposal. In well-conditioned areas, we will supply gas-pipes and electric kitchens to homes. In 2005, the per-capita road area will reach 8 square meters.
