Brief introduction
1. Location
It is located on the east border of Xining City which is from
Nationality College in the west to Xiakou in the east, from south bank of Huangshi River in the north to South Mountain in the south. It is 5km to urban district in the west, and 15km to Xining airport in the east. It is facing Yunjiakou Industial Zone, Xining Railway Station and Lanzhou-Xining Highway under construction.
2. Natural Conditions
a. Climate
The climate is typical of the highland continental climate. Always dry and rains little. The sunshine time is 2560-2830 hours whole year with annual average temperature of 3-6oC. The annual average precipitation is 330-450mm. It boasts a long and cold winter and a short and cool summer. It always winds from southeast.
b. Hydrology
The Huangshui River runs from west to east by the north part of the Zone. The largest flood peak flow is 908 cubic meters per second and the least is 0.12 cubic meters per second. The annual average flow is 44.4 cubic meters per second.
c. Topography
The Zone ranks among the regions with only a small part used for farming and he lion's share for non-farming. There are two kinds of landforms in this area. One is alluviation plain, the other is flood land which are suitable for construction.
d. Earthquake
According to the data of Qinghai Earthquake Bureau, the earthquake intensity is 7 degree.
3. Present Situation of Construction
In the Zone, the Gansu-Qinghai Highway is connected to the Bayi Road in the city. The southern main highway is leading to the west part of the Zone. Some new bridges and highways are under construction. The transportation, electricity, water and communication are convenient. A sewage treatment plant is under construction.
Evaluation
1.The terrain is smooth.
2.The conditions of infrastructure and public service facilities are good, for it's near to the city proper.
3.The transportation is convenient.
4.It is rich in the resources of mineral, hydropower, livestock products and Chinese and Tibetan medicines. Most of them are urgent and have a ready market. Some minerals are worth to develop such as salt, nonferrous metals and nonmetals.
5.Xining owns certain industrial foundation in engineering, processing of nonferrous metal, Chinese and Tibetan medicines, chemical industry, textile and food processing. And it has certain technologies and talents in above fields.
Planning Targets
1. The relationship between the Development Zone and general planning of Xining City.
According to the general planning of Xining City, Xining will be combined with one central city proper and two independent districts. The central city includes the middle part of the City which is the comprehensive center. Two independent districts refer to Xichuan District and Dongchuan District in which mainly deal with industrial producing. Dongchuan District includes the Development Zone and Yunjiakou area. The accessory facilities of service will be set in the Development Zone.
2. Plan Ning Targets
a. According to the construction conditions and the position in the general planning, the Zone is an organic part of Xining City and the industrial development zone which will be the extend of Xining and th,mddde central part of Dongchuan District.
b.It will fully play the priorities of resources and industries in Qinghai-Tibet Plateau by using advanced modern science and technologies. It will be a modern industrial comprehensive zone presented with the new image of city in 21 Century.
