Farming
Six kinds of dominated products should be cultivated. First, we are actively to develop broad beans and peas, and mainly set up 2 big bean producing bases in the East Farming Region and Chaidamu Basin. Second, we are vigorously to develop high quality hybrid rape with high production, and mainly set up 3 rape producing bases in the East Farming Region, Hainan Prefecture and Haibei Prefecture. Third, we are energetically to develop producing and processing of non-poison potato in the mountain areas of the East Farming Region. Fourth, we are enthusiastically to develop anti-season vegetables without pollution, and mainly set up 3 anti-season vegetable producing bases in Xining, Haidong Region and Chaidamu Basin. Fifth, we are to positively develop planting Chinese and Tibetan medicines as rhubarb, Chinese ephedra, licorice, astragalus membranaceus etc. and to set up producing bases of Chinese and Tibetan medicines. Sixth, we are to actively develop flowers with plateau characteristics, and set up a flower industrial belt.
Animal husbandry
We will further optimize the structure of livestock by developing lambs, cows and calves to set up producing bases of high quality herbage seeds and sheep both in use of meat and wool. We will go on with the work of breeding in the west and feeding in the east and cultivating of in large scale, and developing cultivating with special kinds.
Aquaculture
We will energetically develop fishery with fish in cool water such as trout, white fish etc.
Forestry
We will enlarge the scale of economic forests as fruits, sea buck-thorn, boxthorn fruit etc. and raise seedling in factories.
Industrialization of agriculture and animal husbandry. On the basis of agricultural and livestock product bases, we will produce crops on a contract basis or in factories, cultivate and support a number of industrial leading enterprises engaged in agriculture and animal husbandry so a processing system of agricultural and livestock products with the local characteristics could be shaped.
