Industrial Restructuring
Readjusting and optimizing industrial structure is the key to the strategic restructuring of the economy. A competitive economic system with special characteristics is to be initiated on the basis of market, profit, advantageous resource-orientation and technological progress.
We are to strengthen the position of agriculture and animal husbandry as the foundation and promote the construction of the "Four Attachments" Projects, they are permanent housing for herdsmen, shed for livestock, two-mu artificial grassland for each sheep and fencing. We are determined to develop agriculture and animal husbandry with plateau characteristics and promote the commercialization of them by making good use of the comparatively abundant cool weather resources, natural pastoral resources, animal and plant resources with plateau characteristics, and non-polluted plateau biological environment.
We will speed up optimizing and improving industrial structure, by fostering and strengthening the pillar and optimizing industries, developing hightech industry selectively, joining industrialization with information technology organically to optimize and improve industrial structure with modern information and technologies.
We energetically develop service trades, by innovating traditional trades as commercial, food and drink sections and traffic transportation, developing new trades as tourism, real estate, community services, financial and insurance, information and consultation, market medium, etc.
By adjusting, a chain with five special industries will be formed which owns resource and competitive superiority. First, the chain of salt lake chemical industry which joins salt-lake potassium salt developing to comprehensive use of magnesium, lithium, strontium, boron, etc. Second, the chain of power consuming industry which joins hydropower resources developing to nonferrous and metallurgical industries. Third, the chain of petroleum and gas developing and chemical industry which joins prospecting and developing to processing and using. Fourth, the chain of biological resources developing with Chinese and Tibetan medicines, green food, biological products etc. which joins protecting, planting and feeding to processing and increasing in value. Fifth, the chain of tourism industry which joins tourism resources developing to food shelter, transportation, amusement and shopping.
Salt-lake chemical Industry
The focus of the industry will be on developing potassium, developing a series of products as sodium, magnesium, lithium, strontium, boron etc. While developing and comprehensively using the resources of Charhan Salt-lake, we will start to develop minerals in Mahai Lake, East Taijinair Lake and Dafeng Mountain to set up the projects of potassium chloride, potassium sulfate, potassium nitrate, potassium carbonate etc. Our province will become the producing and processing bases of potassium , fertilizer, lithium and lithium carbonate .
Hydro-power Industry
According to the principles of terraced development, continuous construction, setting up together with large and medium size and rolling development, we will step up to develop the hydropower resources on the upper part of Huanghe River. We will establish hydropower stations like Gongbo Gorge, Nena Gorge and Zhiganglaka, and hurry up with the earlier works of Laxiwa Hydropower Station. While building the sources of electricity, we will construct electric network to enlarge the cover rate of electric network. Such as 330kv electric transmitting line from east to the west, and 110kv electric transmitting line from south to the north. Also, we will renovate the electric network in urban and rural areas.
Nonferrous Metal Industry
We will mainly develop the products of nonferrous and rare metals such as aluminium, magnesium, copper and gold etc. By promoting joint management like joining aluminium with electricity, magnesium with electricity, we will develop deep processed products as aluminium, magnesium and zinc. The projects of 300,000 tons electrolytic aluminium and 200,000 tons compound carnallite and 50,000 tons metal magnesium will be established.
Petroleum and Natural Gas Industry
We will lay efforts on exploring and developing the resources of petroleum and natural gas in Chaidamu Basin to increase proved deposits, and combine petro-gas chemistry with salt lake chemistry. In 2005, the proved and controllable deposits are 400 million tons of petroleum and 3 billion cubic meters of gas. The gas pipelines from Sebei and Xining in Qinghai Province to Lanzhou in Gansu will be set up with the capacities of 5 million tons annually. And the projects by use of gas will be set up, too, such as power station, PVC and fertilizer.
Medical Industry
We will develop serial medicines and kinds of healthcare medicines which are specially helpful cardiovascular and cerebrovascular diseases, hipatitis and rheumatoid diseases, by fully playing to the advantages of plateau Chinese and Tibetan medicine resources. Carrying out breeding and planting animals and plants in use of Chinese and Tibetan medicines with local conditions, Qinghai will become one of the larger producing and processing bases of Chinese and Tibetan medicines in China. And we will develop chemical and biochemical medicines by use of the superiority of state assigned narcotic base.
Processing Industry of Agricultural and Animal Husbandry Products
We will put the stress on biological products like gelatin serial products, natural green foods like honey serial products, highland barley alcohol serial products, diary products, drinks, rapeseed oil, mutton and beef products, and knitting and textile products like "three hair" materials(yak wool, cashmere and camel hair), national carpets and industrial textile.
Metallurgical Industry
We will develop special steel products which can replace importing, like deep processing products of cooled and drawing steel pipes. And we will try to save energy and adjust the variety of ferroalloy and silicon combined.
Building Material Industry
We will step up the renovation in cement and asbestos industries to increase the capacities, develop products which can save energy and land and in low pollution, and develop new building materials.
